Support for operational management in old and derelict centres (medinas)

Urban issues in Tunisia

The urban dynamic is twofold:

  • Appearance of self-built areas on the outskirts of cities, factor in urban sprawl;
  • Physical damage to buildings and housing in historic centres, accentuated by the impoverished situation of the population.

This situation requires:

  • The inclusion of historic centres in a global urban vision for the area;
  • A global approach, centred on the restoration of historic centres combining public action and private initiatives, the development of public spaces and the improvement of housing.

The role of the Urban Renewal and Restoration Agency (ARRU) operator in urban development in Tunisia

A public enterprise set up in 1988, the ARRU is responsible for implementing State policy in the fields of urban restoration and renewal, on behalf of the State and local authorities (involvement as delegated contracting authority). In addition to the construction of infrastructures in deprived areas, this agency has also improved urban routes in four medinas. These pilot operations aimed to initiate public urban intervention in historic centres and should be followed by a national redevelopment programme for medinas.

Partnership agreement between the ARRU, the AFD and the ANRU

These three agencies signed a partnership agreement on 14 June 2011, renewed in the presence of the Minister François Lamy on 8 November 2013 for two years. – add link to press release

The ARRU made a request for support in the operational management of historic centres and in the opportunities for the development of its role and missions, within a context of increased power for authorities.

Support provided  for the implementation of four pilot redevelopment operations of the medinas of Tunis, Sfax, Sousse and Kairouan.

Three missions were carried out in Tunisia by an expert from Société d'Economie Mixte d'Equipement et de Rénovation of Clichy (SEMERCLI) – SEM of Clichy-la-Garenne involved in a Redevelopment Project for Derelict Historic Centres (PRQAD) – in June 2012, June and November 2013.

Objectives of the missions:

  • Assess the implementation of the pilot operations;
  • Identify points to watch;
  • Propose tools/methods to facilitate the implementation of the operations;
  • Advise the ARRU on the prefiguration of a national redevelopment programme for medinas.
