Participation in urban reflection

The context

housing for purchase. A short time ago, rental housing appeared as an alternative, in particular in city centre regeneration initiatives.

In the centres, and more specifically, in the centre of Johannesburg, there is a concentration of disused office buildings, used as squats. For several years, the AFHCO (Affordable Housing Company) has been involved in the ongoing regeneration of these areas, restoring buildings one after another and promoting a functional mix.

The AFD is supporting the AFHCO in developing a social housing offer as part of these initiatives and communal housing for low income households. The AFD are in parallel talks with NASHO, representing housing operators, to provide support in creating a strategy for its members and dialogue on social housing with the South African government and cities.

Exchanges

The AFD has asked for access to the ANRU’s network of experts to add an urban restructuring angle to talks underway with NASHO and the city of Johannesburg. Although the management of urban regeneration projects in South Africa is initiated by Semi-Public Housing Companies, this was about hearing from a French authority on its involvement in urban renewal projects.

Two missions were carried out by the urban renewal project director of Pau:

  • In October 11, participate in the seminar organised by the AFD and NASHO on the methods of financing social rental housing in South Africa;
  • In September 12, participate in a seminar organised by NASHO on urban regeneration in South Africa and the role of housing operators.

In April 2013, the exchanges continued at the AFD in Paris between the ANRU and representatives of the city of Johannesburg and NASHO.
