Why?

Urban renewal seems a key theme in cooperation with foreign urban areas that are experiencing significant development and restructuring problems, now that more than half the world’s population live in towns and cities.

For several years, foreign delegations have been asking the ANRU (National Urban Renewal Agency) to present the ANRU and its main programmes: the national urban renewal programme (PNRU) and the national programme for the redevelopment of deprived areas (PNRQAD).

These delegations are particularly interested in:

  • The design and implementation of global restructuring projects in inhabited areas (appropriate scale of the project, accessibility, social management, operational tools, etc.);
  • The management of the national programme (partnership, financing) and the link between the ANRU and the authorities in charge of the design and implementation of the projects (contracting, operational support, network, etc.);
  • Urban projects, with a high level of operational commitment.

The ANRU hoped to structure these activities on an international level to better respond to demand.

The main activities of the ANRU on an international level

The main activities fall within the framework of the ANRU-AFD Convention  (French Development Agency) signed in June 2011, renewed in May 2013 for 2 years, which aims to enhance urban renewal programmes and increase French expertise abroad.

Since 2011, initiatives have been undertaken within this framework in Tunisia,  New Caledonia,  Mexico  and South Africa .

The ANRU’s expertise

  • Support in drawing up and managing national policies in terms of urban renewal or strategic advice to organisations equivalent to the ANRU;
  • The organisation of an urban engineering offer to support the implementation of complex urban projects, relying in particular on the ANRU’s own expertise and that of partners and networks it has been developing for over 10 years with authorities, town planners, research consultancies/project managers, universities, etc.
